The "Duty Cycle" of a transmission is the fraction of one period in which a signal is
being transmitted. A period is the time it takes for a signal to complete an
on-and-off cycle. The duty cycle is expressed as a percentage. Choose the best
approximation below based on the mode of transmission. If the mode isn't listed
in the table then assume the worst-case duty cycle of 100%.

The "Transmit Time" is used to determine how much of a given period of time
the radio is transmitting vs. receiving. This ratio is used to calculate the
exposure over the regulatory times. Express the transmit time as minutes transmitting
and minutes receiving. For example, an active ragchew might be 2 minutes transmitting
and 2 minutes receiving the other party. In another example, normal particpation in a
net then your transmit time might be only 3 minutes and receive time might be 15 minutes.
Estimate the best mix of time based on the heaviest use of the radio. Active heavy contesters
should choose 1 minutes and 1 minute for the below.
