Don't allow Tracks to be made while Tracks are hidden

Problem
If a user tries to make tracks while tracks are hiddent, they can accidentally create unintended tracks/trails.

What to do
Don't allow Tracks to be made while Tracks are hidden; likewise for Resonances.

1. If the user clicks to make a track while any track is hidden, show a dialog:

• "Show all tracks and trails?" (or simply make all tracks/trails visible, without asking, when the tool is activated.)

2. If the user clicks to make a resonance while any resonance is hidden, show a dialog:

• "Show all resonances?" (or simply make all resonances, without asking, when the tool is activated.)
