How do we handle public holidays that are not fixed each year (e.g., Lunar New Year)?

In Southeast Asian countries such as China, South Korea, or Vietnam, public holidays have gradually become less fixed over the years, especially after the COVID-19 pandemic, as governments adjust their holidays to stimulate economic activity.

I think we should look for solutions that can dynamically adjust public holidays in real time (via an API server?) and eliminate hardcoded public holidays for these countries from the source code.
