Is there a way to change fn keys?

For example, wasd + fn is used to move the mouse around, and fn+zxc are mouse clicks.

Is there a way to change the mouse clicks to fn+ "," for left click or fn+"." for right click? it makes more sense like this

Or even change the right fn key to another key? My computer doesn't seem to recognize the fn key at all when I press down on the niz
