We need a Guide (not blog post) on how to manage permissions for JX

People in the community have been asking for the following:

1. How do I other developers access to the cluster (both EKS and GKE)
2. How do I add users to JX? Is the jx create user CLI command used for this?
3. I want to allow other developers CLI access, how?
