After futzing with various ESPs, I chose the SeeedStudio ESP32 C3 chip

It's built-in battery inputs, low power consumption during deep sleep, ample GPIOs and external ant connector were all deciding factors. No complaints other than my big fingers sometimes had trouble handling such a small package. A set of 3rd hands and tweezer grips helped in this regard.
I used this 8dbi high gain ant on the waterproof enclosure

Typical signal strength is -50 to -58db. I've seen devices operate at -80db so this is well above that.

The best ant orientation I found was straight up vertical - -50db. Setting it horizontally it cropped to -58db.
The enclosure I like is this one. It's waterproof, even down to the rubber washers on the screws!
