Hotkeys for the purpose of this issue consist of one or more "meta keys" including control, alt, and shift.
When a hotkey combination is pressed, a function is triggered.
Hotkeys with Control or Alt in it can be activated regardless of what has input focus.
Hotkeys without Control or Alt in it are not available when a control has text input focus.

Examples:

Open search tab.
Open log file dialog.
Close log.
Cycle through open logs.
