If the module "Custom Hotbar" is installed, this module doesn't work at all.

Which version are you using? There was an issue with earlier versions, but there should be a workaround in place with the latest.

I just downloaded the module and I can second the notion that it's not working while Custom Hotbar is active.

Expansion is working but it throws the css of the default hotbar off and overrides the customization of custom hotbar as noted in ticket: #19
Custom Hotbar has an issue open as well with some additional information but it appears that the mod author over there has taken some time off... Norc/foundry-custom-hotbar#111
