REQ: Priority DL, push to top of queue.

The ability to push a queued item to the top of the list so that DL starts immediately. Also, the ability to set a priority DL order similar to that in tor clients (high, medium, low) so high priority DL's are completed first and so on.

PS. is there a way we can flag a post as a request so that you don't have to do it? I prepend the post with REQ to help mark it at least.

PPS. Sorry if this is a dupe request. I searched and couldn't find anything similar.
