I want to be able to subscribe to public repos in teams so I can keep my team notified of all activities in that repo.

This appears to not work because we cannot approve the GH Bot accessing the other organization. But it does not make sense that the bot must be added to an organization which has public repos.
In this scenario, if there are limits to what is being published in that repo, or limits to what is being made public, the GH Bot should degrade is features gracefully.
