Make FilesystemDicomClient uploads non-transient #23

When the FilesystemDicomClient adds datasets, it is transient. Another client creation using the same folder will not see the change.

If transient behavior is actually wanted, such as for a test data directory, the test can be made to operate on a copy of the test data.
