This is an attempt to identify all ibc-rs issues that are required/relevant for a complete implementation of the various phases of the basecoin application as described in informalsystems/hermes#1.

Phase 3

• Switch to domain event type for the upgrade_client_proposal_handler return ibc-rs#838
