payload_bin includes extra data that isn't spec compliant.

Description:
When you create an observed-data with an artifact object, using artifact 1, and you drop some data to it, the json snip looks like:
"payload_bin": "data:image/png;base64;iVBO"

Everything before the iVBO should not be included as that is not base64 data.
