Detailed Description

Add a new announcement to the top:

 August 25, 2023: We are excited to announce [Dictionary 1.18](https://docs.icgc-argo.org/dictionary) is now available.

Remove the old announcement:

January 30, 2023: We are excited to announce Dictionary 1.16 is now available.

New Features: Program dashboards have been updated with new features to view the submitted RNA Sequencing data.

Update this

[ARGO Data Dictionary 1.16](https://docs.icgc-argo.org/docs/release-notes/dictionary-releases#release-116), [Data Release 5.0](https://docs.icgc-argo.org/docs/release-notes/data-releases), and [Software Release UI 1.119.1 - API 3.38.1](https://docs.icgc-argo.org/docs/release-notes/software-releases) are now available.

To
