Brazillian Revolts

Brazil starts as the undisputed master of South America. It has more pops than any other nation on the continent, starts with a decent amount of reforms, and can choose what political party to have in power due to it bieng a HMs government isntead of a democracy like all its neighbors. It needs a nerf, and the most obvious nerf to do is to add the revolts which were ongoing in brazil at the time of victoria 2's start date.
