AT+CFUN? command always 4? #16

I have another issue opened related to NAT address problems but I am also wondering if this is my problem. I run AT+CFUN=1 and it takes but then when I reboot it goes back to 4. I tried using AT+QPRTPARA=1 to save and then reboot but no luck.

Not sure if this matters or is normal?

Hmmmm.......they are probably related. What modem? Fresh flash doesn't help?
Could need an EFS transplant if its like that.
