Create documentation for user deployment of Nebari

Need update:
-Deployment is not consistent using WSL,. Cloudshell is not an option. CI/ CD for production deployments and deployments from an EC2 for Development will be advised and documentation should be updated accordingly
-Tagging-what can be added and cant be added
-Passing of SSL in configuration or load balancer steps needs to be reviewed

@amsnyder : Will update these locations, once the document (Word) versions are completed with the latest requests(completed end of week).

Update Word Document: Network, load balancer configuration, use of your own accounts buckets, avoid references to WMA on documentation.

Getting back on track after the outage last week! This one needs to be updated in its pre-requisites(ssologin, IAM roles, Tagging) and deployment because of the new AWS Identity Center Login
