Tagging the graphs

Is it possible to put some sort of "bubbles" or tags to the particular points of graph? E.g. the ".. total ...". This would be useful not just for the end values as in that example but also when you want put some explanation or comment on a special point of the graph. Like "here on this day the aliens came" and "here they left".

this could be very handful. also just "text" on the points themselves (for NLP usages, plotting words embeddings for example)
