custom.upt.json only for non-dynamic deps

Custom json for upt must be used only with non dynamic dependency because, in a dynamic context,
it's not a prerogative of a single dependants, but more dependants can provide a custom file ( overwriting others )

Also maybe we need to allow people to provide a custom file using a more simple way of "hook" script strategy.
