Remove Send password reset link from network sub-sites user list table

Users are disabled at the network level, /wp-admin/network/users.php

The user list table on sub-sites in a network, wp-admin/users.php offers no indication the user has been disabled and includes the "Send password reset" link when hovering over the user name in the list table:

It would be good to remove this link as administrators on the sub-site might not have access to the network site and as such may be unaware the user is disabled.
