Spin up a stack from a scenario
Primary hand-off point to provider (module/plugin)
Manage saving of overrides to YAML file
Allow setting params from CLI
Prompt for required params interactively if not set
Update state file

This is partially implemented.

We need to think about how to manage params in a manageable way.

some of this work is tracked in #115; again, good enough for 1.0.0, moving to 1.1.0.l
