Feature Request: Add ability to modify priority transaction fee

Requesting the ability to modify the minimum priority transaction fee similar to CLI. Similarly, we should be able to set the maximum fee.

Often times when I batch claim my rewards in both Builder and Black Wallet I receive a far higher priority transaction fee then when I claim each hotspot individually. It has been as high as .03-.04 SOL to batch claim.

Another modification that is potentially beneficial when batch claiming is the ability to see the transaction fee, and confirm that before submitting. This is currently a feature in the builder app, but not in Wallet.
