Options for Ensuring Notification Capability in HCX: Addressing the Optional Signing Certificate Path

The current Registry specification in HCX includes signing_cert_path as an optional property.

As a result, participants in HCX (such as providers and payers) who do not have the signing_cert_path configured are unable to send notifications to other participants.

Here are the possible solutions we can consider for this situation:

Option 1: Enhance the implementation and documentation to clearly indicate that participants must configure the signing_cert_path to send notifications within the HCX network.

Option 2: Update the Registry Specification to make the signing_cert_path property mandatory for participants.
