Make sure the leader can not trick validators to sign conflicting blocks #2722

Leader may be able to send conflicting blocks to validators and if validators doesn't have the mechanism to dedup the commit signing, they could be tricked to double sign.

Yea, not blocking launch. But a serious thing to keep in mind.

Let’s say I catch leader , what do I do, View change with the evidence ?
