Repeating events can show ±1 after daylight savings time change #8

A repeating event created before a daylight savings time change in sometimes shows at its original time after the time change. For example, an repeating event at 4 PM could show at 3 PM or 5 PM. Maybe something to do with the Palm's DST handling? Maybe something in Google's export? Something in how the time zones are handled?
