The current structure for HCRs is confusing and should be renamed.

Perhaps:
Ptarget
Plimit
HCRupper
HCRlower
Ftarget
Flimit
Alpha
PStar

Then outputs:
Fofl
Ftarget
etc

Problem: Need to calculate Fofl inside cpp for efficiency
