Is there a possibility to alter the licensing to allow people to build apps atop of the data?

If I read and understood correctly, the licence does not permit building applications using the data. Is that intentional? Could it be altered to something like MIT (same licence as JHU COVID data) so that we can use it to build stuff?

Or have I misunderstood and the "Website Use" covers the dashboard linked in the readme only?

As someone pointed out to me you do have an MIT licence in the repo. Could you clarify what that licence is then in the readme? What does "Redistribution of [...] the aggregated data set underlying the Website is strictly prohibited" mean exactly - because isn't the aggregated data the data that is contained within this repo?
