As drafted here.

Should be done on elections branch.

TODO:

  • Port models over from django-calaccess-processed-data (with edits)
  • Add models to opencivicdata/models/__init__.py
  • Create migration
  • Port admins over from django-calaccess-processed-data (with edits)
  • Add tests
  • CandidacyManager and/or CandidateContestManager?
