Use github actions to publish to pages

This is adds the default github-provided workflow to publish to pages. This is motivated by a lack of support for symlinks in the builtin pages deployment workflow. Per the docs:

Note: If your repository contains symbolic links, you will need to publish your site using a GitHub Actions workflow. For more information about GitHub Actions, see "GitHub Actions documentation."
