Include --no-network as well as --no-cache in DKL-DI-0004

As per the thread in this issue, it seems --no-network could be considered equally secure as --no-cache when using apk add, yet Dockle will still mark it as failing DKL-DI-0004.

Just wondering if you'd be open to include --no-network in that check as a pass.

I say so because Dockle is flagging https://github.com/docker-library/python/blob/dbda0febc060fff3a6b0b1c2ce75f071ecf808db/3.12/alpine3.21/Dockerfile#L119 (for https://hub.docker.com/layers/library/python/3.12-alpine3.21/images/sha256-7bbbd64a3da288bd65ccda9d1e36052efa06f90ac9e5b46958e51780a89b8fde) even though --no-network is being used. Thank you.
