Fix import DVMemory to D74

This radio needs to inherit from the IcomDstarSupport mixin to be
able to accept imported DV memories.

Allow copying memory extra settings in some cases

This makes us preserve mem.extra settings when copy/paste and drag/drop
across files (or within) where the radio class is the same. If the
class differs, then extra settings will be dropped.

Can all be programmed as 100-channel VHF/UHF full band radio by
