https://pypi.org/project/pip-update/0.4.1/#files doesnt include an sdist with tests,
and there are no tags in this repo.

I need one or the other to finish the packaging of https://build.opensuse.org/package/show/home:jayvdb:py-new/python-pip-update

Also I think there is syntax which is py36 incompatible - would be good if that was fixed so I dont need to try to block installation on openSUSE versions which have are stable on py36.
