Improve performance by using C-binding if GNparser is installed locally instead of http.

Actually in case of cbinding gnparser does not need to be installed, cbinding would come with pygnparser like https://github.com/GlobalNamesArchitecture/biodiversity/tree/master/clib, did you mean to use pipe?

I'm leaning towards C-binding over piping. Unless you thinking piping would be better?
