MODIS gapfill routine requires priors (where possible)

Visual checks for fapar and ndvi show wild swings in smoothed values due to poorly constrained smoothing routines. Constrain these where possible with the long term mean values of the whole time series called similar to the routine in phenocamr and phenocam data smoothing.
