Permissions screens should be handling Non Enabled Users correctly #4670

Most of the perms screens are filtering out disabled users. They need to not do this and display rows for disabled users as greyed out.

i.e. a hold of Manage Users needs to be able to set up the perms of a disabled user before enabling them.

Any user pickers, e.g. picking a RunAs user need to filter out disabled user so there is no way to assign something to a disabled user.
