Talent options for Scholar not a dropdown in character builder

Create a character or view a character sheet.
Click the character builder.
Select Background and view the Scholar background.
The talent options selection box does not show a dropdown, it is a regular edit box.

Seems to be related to first time not caching. However, when I then return to setup and go through the same again, I do see the dropdown, but now I see Scholar twice:
