Investigate leadership PAC sponsor inconsistencies on forms 1 and 1S

What we're after: As part of our work to make it easier for users to quickly identify the sponsoring candidate for a leadership PAC, we have to address some issues that have been identified.

Problems and solutions:

Problem: Sponsors are not consistently provided in data.
Solution: The data is there or displayed in some way on committee forms. Experiencing difficulties with form 1S and formatting issues. We need to identify the root causes before moving forward.

Problem: Leadership PAC money is entirely separate from candidate committee money.
Solution: In this first iteration, we're going to focus solely on providing candidate names on leadership PAC pages. However, depending on what the data can provide will determine what we can display on the front-end. Need to verify what information is available for sponsoring candidates.

Completion criteria:

• Poke around in the data for form 1S and ensure this piece is functioning for leadership PACs as it should. Not certain that the data from the form 1S is being picked up.
• Investigate whether the parser or informatica is stopping candidate names from moving forward and if so, solve for that
• Determine whether this is a DBA problem in which the view that supplies the API is not operating effectively, and if so, solve for that
• Document the data that's available
