Update PROD in login.gov

In the login.gov sandbox (not production login.gov) create new certs and upload them in the app creation process (use gen_and_stage_cert and install_cert commands to make cert that will be used in the app creation process https://github.com/fecgov/fecfile-web-api/tree/develop/django-backend/fecfiler/devops )

Ticket can only be done by someone with access to the login.gov dashboard https://dashboard.int.identitysandbox.gov/service_providers
