Summary

Since we are using a S3 backend to store the PDF documents for the court cases with spaces, the redirects that were put in place will not work.

Completion criteria:

Remove the broken redirects with spaces from the proxy (see this PR for which redirects to remove)
Update any known links to these PDF documents to the correct URL

Future ticket:
This is the future ticket to try and address this bug: #230
