[Suggestion] Update Purpur version to 1.19 #74

Purpur and it's features should also be included in Mirai (basically what I am saying is this should be a Purpur fork instead of a Pufferfish fork)

Mirai has two versions. The first version is based on Purpur and the second on Pufferfish. But the Purpur version stopped at 1.18.2
