This shouldn't require any changes from L1. All execution layer requests will be ignored.

Sorry, I think I was wrong. There is a predeploy for this. I didn't know we need a system upgrade transaction for each precompile as a diff from L1.

no upgrade tx needed, but we should check that nothing breaks when contract deployed (tracking here: ethereum-optimism/optimism#14155)
