The structure of repo seems to is wired, why does the esp_zb_mfg_tool.py locate on the esp-idf-v5.1.4 repo?

I recommend referring to the installation steps for ESP-IDF first, followed by the setup guide for ESP-Zigbee-SDK. I believe the issue can be resolved if these steps are followed correctly.
