.Net 4.0 Framework version Library/dll #8

Is there a .Net 4.0 Class Library version of the same? I found similar in http://libphonenumber.codeplex.com using .Net 4.0.

It will be helpful for the people who wants to use this in existing 4.0 version projects.

Also could you please make a Nuget package for the same?

If you like, you can easily port it to .net4.0 by creating a new project in .net4.0, copy the classes and add "ReadOnlyCollectionExtensions" and "ReadOnlyCommlectionInterfaces" from Nuget.
