Migrate local and public testnet deployment docs to this repo

Migrate local testnet and public testnet deployment docs from eos-evm repo to this repo. Make necessary changes to update it to work with the update eos-evm-node and eos-evm-rpc within the new eos-evm-node repo. Move any other relevants docs from the docs folder of the eos-evm repo here as well (with appropriate changes).
