Module won't build?

When i try to run the setup.py using CMD, it gives me the error message "cannot find python, get it from Microsoft store" or something to that effect. I've tried adding python's path to system environment variables and it doesn't work still. My question is: do you know how to solve this, if not is there a way to decompress, edit, and recompress .cmp files without the module? (I want to make a green version of the default assassin to fit sothe when he promotes, in case you're wondering)
