Documentation should include the workflow to release and publish

Actually the project is using some Github worklows to achieve a release and publish it to Pypi. And there is no proper way to bypass it or to make in another way.

However there is not any indication or tip about to how to trigger these workflows.

The "development" document from documentation should help developer to know how to proceed to release and publish a new package release.
