It would be useful to be notified if a run crashes due to snakemake/cluster failure so we could resubmit the job asap.

I'm not sure of all the conditions you want to be notified of, but it's possible that using the slurm notification using --mail-type (and --mail-user) would be useful to you for alerts of job failures
