[Epic] Trust & Decorations of *Verified* User Identities

Objective

The decorations of verified user identities have been revisited as part of the invisible crypto theme, leading to a more consistent and clear indication of when a user has been verified and when a verified user has changed their identity (so called verification-violation). This helper sheet is used to get a quick and structured understanding of all the measures as well as current state on both EW and EX. This issue is used to track the implementation on all platforms (measures which are fully implemented on all platforms are not listed).

As part of the user verification process on EX, we're also tackling several (more critical) decorations of this epic. The state here needs to be updated once that work has landed and tested https://github.com/element-hq/element-internal/issues/657. Ideally we would immediately link the tasks to the relevant stories here, but there's currently one single task for each platform to cover all the decoration work.

The provisional state is that we get the decorations of verification/violation (e.g. the U-08..U-09), except the room list one (08D and 09D). This will be the case for iOS very shortly (several things are already there) and Android will follow soon.
