Describe the bug
If the Empires folder does not exist, empires default to saving in the GameSetups folder.

To Reproduce
Steps to reproduce the behavior:

  1. Make sure the Empires folder does not exist.
  2. Create an empire.
  3. Save it.

Expected behavior
The Empires folder is created and the empire goes there.

Actual behavior
The empire goes in the GameSetups folder.
