Upgrade actuation provider to Zenoh 1.0.0 and above

With the merge of #7, the service-to-signal utilizes Zenoh in a version beyond 1.0.0. However, the actuation-provider has not been upgraded yet and will not function with the rest of the code at the moment.

Hence, we need to upgrade the actuation-provider to keep the ESP32 piece of the blueprint functional.
